Breaking: After Complaint Filed with State, Taylor "Finds" VOLT AI Contract

For the second time in as many months we are making a contract public that was signed without the approval of the Montgomery County Board of Education.

Superintendent Thomas W. Taylor signed a contract with VOLT AI on November 4, 2025, but parents and guardians didn’t find out about that contract until February 12, 2026.
Questions arose about the MCPS contract with VOLT AI, but Superintendent Taylor did not make the contract public and did not provide it when requested through a Maryland Public Information Act request. Superintendent Taylor’s representative denied that any documentation of the VOLT AI pilot existed.
It took the intervention of the Maryland Public Information Act Ombudsman for the public to finally see the document that Superintendent Taylor signed almost 9 months ago.

February 11, 2026: Maryland Public Information Act request filed with Montgomery County Public Schools Official Custodian for “contracts, invoices, receipts, and purchase orders from the company VOLT AI.”
February 17, 2026: MCPS Official Custodian representative replies that there are “no responsive documents.”
February 18, 2026: Response to MCPS saying there is no contract.
“My submission included a request for contracts. Per Webster’s Dictionary, the definition of contracts includes agreements between two more parties.
Please provide the agreements that you referenced in your reply, including any supporting documentation, emails, memos, reports or plans.”
February 18, 2026: MCPS says they will look into the matter.
Thank you for your email below. We are looking into this matter and will provide an update as soon as possible.
February 19, 2026: In a public meeting at BCC High School, MCPS Chief of Security Marcus Jones claims that an agreement does exist between MCPS and VOLT AI. Another request was made to Superintendent Taylor’s representative to produce the agreement.
Last night, MCPS Director of Security Marcus Jones told BCC parents that the MCPS agreement with VOLT AI had been thoroughly vetted by MCPS lawyers and VOLT AI lawyers.
Apparently, a document exists that can be vetted. Please immediately produce any and all documents per my previous MPIA request. Time is of the essence in this request as the installation of VOLT AI begins March 2nd.
March 13, 2026: Another request to Superintendent Taylor’s office to produce the VOLT AI agreement.
“This Maryland Public Information Act request is now 30 days old.
Please forward the contract/agreement/deal between MCPS and VOLT AI immediately.
Time is of the essence in this request as the pilot has already begun.”
April 29, 2026: After no response from MCPS. A mediation request was made to the Maryland Public Information Act Ombudsman.
As a result of the intervention by the Maryland Public Information Act Ombudsman, Superintendent Thomas W. Taylor “found” the VOLT AI agreement he signed on November 4, 2025.
